Had I known the type of businessman Kelsey is I would not have built in a subdivision under his development. After 13 years of residence he refuses to hand the Homeowners association over to the residents of the subdivision. Instead he uses the company HOA Management Services to bank our annual dues and enforce his rules on. After some research it appears that HOA Management Services oversees all of Kelsey's follies and may infact be nothing more THAN a shell company THAT allowS him to keep control of our property and money (dues). Long story short: DO NOT TRUST THIS GUY OR PURCHASE A HOME IN ONE OF HIS DEVELOPMENTS. HE IS A CROOK!
