Ming Quan writes a glowing reviews for Fultz on YELP and Nextdoor. But Ming Quan is full of shit. Here is a 2003 Lawsuit filed against Fultz Construction, Ming Quan, his wife Stella Quan. It's filed by an electrician, Jeffrey Thompson (Star Lighting)...looks like the same sorry ass story. Chris Fultz doesn't pay his subcontractor. Subcontractor files suit, maybe even a Mechanic's Lien. To Ming Quan...Shame on you for posting 5 Star reviews on Fultz. Mr. Quan, do you know your buddy Fultz just filed for bankruptcy??? Fultz owes people money. His contractor license is suspended. He's filed for bankruptcy. He's selling his home,again...and again his daughter, a real estate agent is the listing agent. House #1 sold for $2.2 million and house #2 is listed for $1.93 million. That's a hefty commission for her. Yet, other homeowners and subs are owed money. Doesn't seem right.

As previously mentioned in this thread, Franklin Capital Management is looking for Fultz to repay his construction loan, which he defaulted on, to the tune of $655K...Fultz thought filing for bankruptcy would ERASE this debt, as well as the many other debts this loser owes...funny thing though, Franklin is countering...they are challeging the bankruptcy. I'm not helping you anymore. My wife and I figured it out and are thankful that we were made whole, for the most part...Fultz is no prize contract, trust me. But helping you folks get your money is not my problem. Fultz may have screwed you, but for God's Sake, do your own due diligence. Look up his lawsuits...you all expect that it will be done for you. Wake up.

Found these reviews of Fultz/Fultz Construction on the Home Advisor website. #1 6/22/2017 Build an Addition Project was to build a laundry room in an existing breezeway. Chris came across vey professional in his sales pitch and assured methere would never be a day without construction going on, if there was something that needed to be done or could be done. Nothing could be further from the truth!I have had to push this project at every turn.Finishes were either not ordered on time or items were ordered and then had to be returned and reordered. Project completion was promised for May 1. It is now June 22,and I am still waiting and not getting responses. So frustrated! I do not recommend! #2 7/11/2017 Remodel or Renovate One or More Rooms Our major remodel work has been delayed because of them not pay subcontractors even though we have been making payments to them. As a result some of the subcontractors are not wanted to do the job because of no payment delaying the work in my home to be done. The company keeps on making excuses and and making empty promises. So there you go. Fultz was screwing customer's over in 2017. Then the Napa wildfires gave him even more opportunities to fuck homeowners who lost their homes, subcontractors, and everyone else in his path. Rot in Hell Chris...

My wife and I lost our home in the 2017 Napa wildfires. We chose to rebuild with Fultz Construction. It was a mistake. 1. Fultz admitted to writing a personal check to himself, from our insurance proceeds. Keep in mind, we paid this contractor on-time, in-full, and in good faith...with every songle draw payment to him. 2. This became a huge issue, when Fultz didn't pay our Concrete sub-contractor almost $37K. As a result, we received a Mechanic's Lien, filed with Napa County, against us. 3. In addition, our Fultz didn't pay our subs on-time, or at all. In fact, 13 out of 14 subs weren't paid timely, many 90 to 120+ days, until we PUSHED him. Several still haven't been paid at all! 4. In fact, our contractor said he had to take loans and even a second mortgage on his house to pay our sub-contractors. How is that acceptable? We paid him, On-time, In-full with every single payment. 5. Because of his money issues, our contractor had issues ordering items that we had already paid for. Our contractor claimed our shower and cabinet glass, our garage door and our bathroom tub were all back-ordered. This was a lie...he never ordered these items because of money issues. We ended up ordering the glass and the shower door. In fact, he admitted to not ordering these items. Finally, after about 6 months delay, he said he "maxed-out" his credit cards to order the bathroom tub. Big delays because of his lies. 6. Our contractor failed to order the correct deck brackets...he ordered and installed non-galvanized brackets on pressure treated wood...a big mistake that resulted in the County red-flagging and not approving our final inspection. He claimed he ordered the correct ones in April, but again, because of money issues, he never ordered them as he said he did. Then he ordered the wrong ones AGAIN! These are all facts. There are other issues that I could write about, but I think anyone who reads this, homeowners or sub-contractors, can get a clear picture.

There is no doubt that Fultz used our construction money that was earmarked for our rebuild, to pay for other projects or worse, pay his personal bills and debts. In fact, he admitted such to my wife. Now, he has declared some sort of bankruptcy to avoid paying his debts and obligations. He's also trying to start a new business...see this thread. The guy is a fraudster, he is a liar and quite frankly, he needs to be held accountable. There are several homeowners LEFT HOLDING THE BAG. And Chris, I will continue to tell my story to everyone who will listen.

     Had Mills - 9/20/2023 - So here's the scoop...Fultz Construction was sued in Westchester County...Reliable Fast Cash vs. Fultz Construction. Apparently, Fultz took a loan from Reliable Fast Cash. Fultz never paid back the loan. So Reliable Fast Cash filed a lawsuit in NY versus Fultz for about $58,000. he never paid. Not sure how he is still avoiding this debt, but it speaks for itself. Next, and ironically, he has recently filed his own lawsuit versus Oasis Funding, United Funds Inc in New York. Get this, he owed these folks a small chunk of change...he probably borrowed money from them...as a debtor, he was looking to "refinance". Problem is that he had to pay off his current debt with them. Here's where it gets complicated. Apparently, he was under the impression that if he paid off the $30,000 he owed, (approximately), that he would be able to receive a new Line Of Credit in the amount of $495,000...I laughed too. Well, that's where the dispute is currently at...He claims he was told he'd get this huge Line Of Credit if he paid off his existing loan.

We also had a bad experience with Fultz. Same thing...not paying the subs on-time resulting in delays. Also, Fultz would try to cover up his delays and his issues by constantly lying to us. Another thing that's important to note: Fultz apparently had issues paying his crew as well. And issues paying for Worker's Comp for his employees. As a result, his Contractor license was suspended from Dec 22, 2022 until August 3, 2023. He now is claiming to be EXEMPT from having WC insurance, meaning he now has no employees. In any event, Fultz should not have been doing contracting business as Fultz Construction from Dec 22, 2022 to Aug 3, 2023 as he was unlicensed.

     Anonymous user - 8/24/2023 - Apparently, this contractor has recieved large construction loans...for some unknown reason. Instead of using the loans as part of his construction company, he uses the funds for his own personal use. So he basically commingles funds. How else do explain the fact he doesn't pay subcontractors on his projects, leaving the homeowner out to dry.

As someone else pointed out, he was "robbing Peter to pay Paul." And to make matters worse, he lied to cover it up. In addition, this contractor is incompetent. Not surprising, since he take shortcuts with materials and labor. Think about it. Fultz takes your money, that you expect to be spent on top-shelf materials. Tgen he buys less expensive materials and pockets the difference. Crook!

Fultz didn't pay our sub-contractors. He said he ordered items but they where back-ordered. But that wasn't true. He lied to our face as he took our money.

We hired Fultz for a remodel of a house and detached casita. It was a disastrous experience. Fultz did not supervise the project, did not provide copies of sub bids even though he agreed to do so, did not order materials on time even though we had paid him months before, he did not always pay subs and vendors even though we had paid him. He lied regularly, failed to put adequate manpower on the project and finished the main house 5 1/2 months late. We had to terminate him on the casita. A very bad experience and we have since spoken to other owners who had the same problems. Stay away from him.

My wife and our decided to rebuild after the 2017 wildfire. It was a long road just to get permits with the County, but we eventually broke ground with our rebuild on May 1, 2019. Fultz assured us that we would be done by August 2020. He kept moving the goalposts on the finish date. As I type this, on April 8, 2021, we are not yet in our rebuild. A main reason: Fultz doesn't pay his subs, so jobs go on forever, because the subs won't return to finish their work...some subs were paid on our job, but were delayed payment on other jobs by 60 to 90+ days...and vice-versa...almost a "robbing Peter to pay Paul" or Ponzi-like situation. The real egregious thing: Fultz admitted to my wife that he wrote himself a personal check from our insurance money!!! So trust is an issue...
