The RPP properties house some of the state's nastiest vagrants. The management actually purchases stolen goods from his "tenants" and then uses the merchandise himself or in his buildings. He employs addicts and criminals while housing them in exchange for goods or services. That's why his properties are slums. The owner's wife Jaconda is so meth'd out all the time she barely knows what's going on.

This man is seriously mentally ill. He is physically abusive to the point of murdering a person for the thrill and profit. And he doesn't care, because this is his intention. This man, and his girlfriend, Joconda Neilson are filthy, meth-addicted criminals that skirt the law and evade taxes.

RP Properties thinks that the building code is the maximum tenants get by law rather than the minimum for habitability. No repairs, trash piles up, black mold in the walls, leaky, heat doesn't work, no hot water, no mail service, no laundry, parking lot is full of feral cats spraying the cars, vandalism, verbal abuse and more. They charge more than the nice rentals in town and will screw you over every chance they get.
